The problem with the frame
The word reskilling has been doing more damage than the people using it realize. It suggests that AI requires workers to learn a new primary skill — a distinct competence to be added to an existing toolkit, comparable to learning Excel in 1995 or learning to use a content management system in 2005. Under that frame, training becomes a matter of curriculum: modules, certifications, demonstrations of tool fluency.
This is the frame most AI training programs assume. It is also the frame that produces the weakest outcomes.
AI does not require most workers to learn a new primary skill. It requires them to reorganize the skills they already have — to raise their standards, recover their voice, ask better questions, and re-learn what their judgment is actually for. Those are formation moves, not curriculum moves. They cannot be delivered in a certification program. They do not respond well to workshops alone.
The Skills stage of the Safety → Sandbox → Skills → Solutions sequence is not the curriculum stage. It is the stage where the organization develops the human capability required to use AI wisely — which is a different capability than the one most training programs are built to produce.
What Skills is not
Skills is not tool mastery. The controls on a model interface can be learned in thirty minutes by anyone and will be obsolete within eighteen months. Spending training hours on feature tours is expensive and short-lived.
Skills is not a library of prompt templates. Templates without understanding produce dependency rather than capability. A template applied without discernment is worse than no template, because the user no longer notices when the output is wrong.
Skills is not certification. Certification optimizes for a credential, which optimizes for passing a test. The test has almost no relationship to the actual skill of using AI in real work.
Skills is not generic "AI literacy." Literacy is the floor. It is necessary, quick to establish, and not the point.
What the stage actually is — and what the rest of this article works out — is the formation of judgment, taste, and collaborative posture in the staff who will be doing the work.
What the skill of AI actually is
There are five things being learned when someone becomes good at using AI. They are commonly conflated, and the conflation is the source of most of the failed training programs I have seen.
Tool fluency is the floor. It is the controls, the modes, the keyboard shortcuts, the features. Easily learned and quickly outdated. It should be taught fast and gotten out of the way.
Prompt craft is the adjacent skill — structuring a request so that the model produces something useful. Prompt craft is real, but its half-life is short. Models get better at inference; instructions that were required two years ago are now implicit. What does not go obsolete is the underlying thinking: being able to name the role, the context, the constraints, the format, and the check-in. That thinking is just clear thinking, which is a skill most nonprofit employees already have in their existing work.
Verification is the habit of treating model output as a draft rather than a result — the reflex to check facts, cross-reference, sanity-test. This is the skill most training programs under-teach because it is less glamorous than the generative side. It is also the skill that separates staff who produce usable output from staff who produce plausible nonsense.
Taste is the scarce one. Taste is knowing what good looks like in a given context so that one can recognize when the model has produced something plausible-but-wrong. A development director has taste about donor communications. A program manager has taste about how a grant report should sound. A pastor has taste about what should never end up in a sermon. Taste is earned in a domain, not installed by training. The AI does not supply taste; it reveals its absence.
Collaborative posture is the most overlooked of the five. It is the ability to think with a model that sounds authoritative, without being swept along by its fluency. It is the capacity to hold one's own judgment while genuinely engaging a system that will cheerfully produce confident output on topics it knows nothing about. Collaborative posture is the psychological skill of not ceding decision authority to something that sounds certain. It is closer to interviewing a plausible stranger than to operating a tool.
Taken together, these five things are the skill of AI. Most of them are not technical. None of them is delivered by a feature tour.
Reskilling, redefined
Under this definition, reskilling misnames the work. What most staff need is not a new skill; it is a reorganization of existing ones.
Staff need to raise their standards. A first-draft AI output is often good enough to stop thinking — and stopping there is the failure. The work of Skills is teaching staff to keep going past good enough toward the quality their role actually requires, using the AI as accelerant rather than destination.
Staff need to recover their voice. The default voice of most AI models is smooth, plausible, and generic. Organizations that allow that voice to leak into their communications lose what made their voice distinct. The work of Skills is teaching staff to use AI without letting their organization sound like it.
Staff need to ask better questions. The quality of the output is bounded by the quality of the framing. Staff who have been doing their work on autopilot for years will discover that AI forces them to articulate things they had been leaving tacit. This is good. It is also uncomfortable.
Staff need to re-learn what their judgment is for. When a model can produce a first draft in thirty seconds, the human's value is no longer in production. It is in shaping, deciding, and discerning. Staff whose professional identity is tied to first-draft production will feel AI as a threat. The work of Skills is helping them relocate their value higher in the workflow.
None of this is a new primary skill. All of it is formation work on skills they already have, now asked to operate at a higher altitude because the lower altitude has been partially automated.
Can it be learned?
Yes, unevenly, and not the way most training packages it.
What cannot be taught in a workshop: taste, judgment, voice. These form through supervised practice in real work over months, not hours. They cannot be shortcut.
What can be taught but only with practice: prompt structure, verification habits, when-to-use discernment. A workshop can seed these. They consolidate only through repetition.
What can be taught quickly: tool mechanics, guardrail awareness, basic failure modes, the shape of the skill itself. This is the curriculum layer, and it should be small and sharp rather than extensive.
The implication is that most AI training programs are built upside down. They spend the most time on what can be taught quickly and the least time on what takes the longest to form. A well-designed Skills stage inverts this: it minimizes the curriculum, maximizes supervised practice, and accepts that taste and voice take six to twelve months of real use to develop.
The maturity model
Five levels, observable in actual staff behavior.
Level 1 — Unaware. Does not use AI. Cannot articulate why beyond vibes. The risk at this level is invisible because the staff member is not doing anything — and also because nothing is being captured about what they might be missing. Most organizations have more staff at this level than they think.
Level 2 — Reactive. Uses AI personally, often through a personal account, or deliberately avoids it. Practice is private. Nothing is shared. No reliable verification habits. This is where unmanaged adoption lives. The risk at this level is real and hard to see until it surfaces.
Level 3 — Task-fluent. Uses AI for a set of recurring tasks with stable quality. Has formed basic verification habits. Can recognize when the model is producing something wrong on tasks the staff member does often. Does not yet generalize well to novel tasks. Most staff, after a well-run Skills stage, should sit here.
Level 4 — Judgment-fluent. Adapts across novel tasks. Preserves their own voice. Recognizes the model's failure modes in real time. Knows when not to use AI at all. Pushes back on output that is plausible-but-wrong. Can articulate why a given use case is or is not appropriate. This is the level at which AI becomes a durable multiplier rather than a frequent source of near-misses.
Level 5 — Formative. Teaches others. Shapes workflows and policy from practice. Brings novices up efficiently. Contributes use cases that graduate from sandbox into scaled use. Every organization needs a handful of staff at this level; not every role requires it.
For most nonprofit staff, the target is Level 3 by the end of the first year of the program and Level 4 by the end of the second. Level 5 is a leadership subset. Level 1 is not a stable state; staff at Level 1 either move up within the program's timeline or become a governance concern.
The pedagogy
Five principles underpin every Skills stage that has held up in practice.
Teach from their work, not from curriculum. The best entry point is a task the staff member already hates doing badly — a donor acknowledgment they have written three hundred times, a report they resent drafting, a piece of correspondence that steals their Mondays. Start there. Let them feel the leverage before showing them the theory. Generic use cases ("summarize this article") teach nothing that transfers.
Teach taste before techniques. If someone cannot articulate what good looks like for the output in front of them, no prompting technique will save them. The first move in the curriculum is sharpening their own standard for their own work. Only then does the technique layer add value.
Pair every technique with a failure. Every time a technique is taught, show the failure mode it is meant to handle. Prompt templates without awareness of their breakage are worse than no templates. Verification habits taught without a real example of the model getting something wrong do not stick. The failure is the point of the lesson.
Practice under supervision until habits form. The arc is workshop → supervised use → independent use. Most training programs skip the middle step, which is where skills actually form. Office hours, peer review, and facilitated sandbox sessions are the supervised middle. Without them, workshops are entertainment.
Protect voice as an explicit value. The dominant risk for nonprofit employees is not that they will do something dangerous. It is that they will quietly lose their voice — and their organization's voice — by delegating too much of their thinking. Voice preservation should be taught as a technique, not mentioned as a warning. Staff should leave the program with specific moves they can make to keep their voice intact when working with AI.
How this intersects with the actual nonprofit employee
A realistic picture of the people this stage is designed for.
Most nonprofit employees are mid-career and deeply committed to mission. They are already stretched thin and have a low tolerance for overhead. Their tech comfort ranges from native to phobic, often within the same team. They are legitimately suspicious of corporate tooling trends, because they have watched several of them arrive loudly and leave quietly. They care about ethics, authenticity, and voice — often more than the organizations that employ them credit them for. And they are not paid enough to spend unpaid hours learning for its own sake.
Skills programs designed for enterprise settings do not translate to this population. What they actually need:
Training that starts from their real work, not abstract examples. Tools that earn their keep within the first week, not over a quarter. Respect for the theological and ethical weight of what they do — which applies whether the organization is explicitly faith-based or not, because nonprofit work carries moral stakes that corporate settings typically do not. Freedom from the implicit demand to become engineers. And an honest acknowledgment that prompting well is mostly just thinking clearly, which they already do in their existing work. AI is not a new skill they lack. It is an amplifier of the skill they already have.
A pedagogy that respects this population produces Level 3–4 outcomes across the staff within twelve months. A pedagogy that does not will produce Level 2 across the staff indefinitely, regardless of how much training is delivered.
What Skills produces
Confidence. Consistency. A staff that can defend their use of AI to a donor, a regulator, a skeptic, or a new hire. Workflows that have been stress-tested by the people who actually run them. A shared language for talking about AI that is not borrowed from a vendor.
What it does not produce is uniform enthusiasm. A mature Skills stage produces staff who have formed an opinion, and those opinions will vary. Some will end up using AI extensively. Some will end up using it sparingly. A small number will end up deciding, with good reasons, that for their specific work the tool does not yet justify itself. All three outcomes are signs the stage worked. An organization where every staff member ends enthusiastic about AI is an organization where the Skills stage was a marketing program rather than a formation program.
The threshold test
A single-line test for whether Skills is actually done: a randomly selected staff member, asked on an ordinary Tuesday, can name a task where AI helps them, a task where it does not, a failure mode they have personally observed, and one specific move they use to keep their own voice intact.
If they cannot answer all four, the stage is not yet done for that person. The aggregate answers across the staff are the real report card.
The move
The skill of AI is not a skill most staff lack. It is the skill most staff already have — clear thinking, good judgment, taste in their domain, voice in their work — now asked to operate one altitude higher than it used to.
Reskilling, in that sense, is a misnomer. What the work actually asks is that people be given the time, the supervision, and the practice to do what they already knew how to do — on top of a system that will happily do the lower-altitude work badly if no one is watching.
AI did not raise the bar on training. It raised the bar on formation.
